Organizations or abbreviated Orgas are a special kind of group, because the previous groups are only there to distribute information. So, except for the local groups, which can decide for themselves what they want, because they know each other in reality and meet again and again, none have a character that can tell others what to do. Everyone is allowed to get the information when and where they want.

Orgas are different. They are formed with the goal of really getting something off the ground and actively changing something. Orgas are also not allowed to tell local groups what to do, yet they are the active ones who can help local groups across groups. Thus, an orga that specializes in disasters can activate in one and seek solutions to problems and enforce them. Once the disaster is resolved, it can either disband or move on to the next disaster.
Orgas don't just have to solve really big problems, though; they can also solve other problems that aren't so big. For example, a supra-regional orga can be formed that meets to better support the local groups in the towns. It may not intervene, but it may offer help. So for every issue there is, there can be an orga that is above the local group - because at the local level, people don't need an orga, they have their group for that ...
Since it is sometimes important, maybe even necessary, that not only people hold such an "office", but legal entities, a foundation, an association, a cooperative or other institutions can also take over these tasks. By the members of these societies - which are naturally also Helfa and they keep to the rules - it is ensured that within the society, the offers at cost price or free of charge are passed on. Externally, the organization can earn money as it wishes.

In this special case there is only one Orga, which stands above the other Orgas and whose task it is that the Helfa rules are kept:

This orga has just as little to say to the others as any other group, except for one thing:
It makes sure that the rules are respected. If they are not respected, this orga has to intervene. In this case, it has not only the right, but also the duty to become active.
