    There will be people who cannot be in a local group because they do not have a permanent residence. So nomads, campers and homeless people also have the possibility to be involved in Helfa, but they can't be treated like the other people.
    For this special case there should be these "mobile groups". In these mobile groups, someone identified by a group, a facilitator from a local group, can create his own group. The people he meets who want to join can then join his group. Again, the rules apply: People have to meet each other in real life and can only reach a certain size. For the whole thing to work and for security to be guaranteed, the members who know that person are also saved, so that it can be tracked who knows whom. The moderator that the first member in the group "identifies" is in there with the first member. After that it can be the own members. Moderators have to be chosen there as well, and meetings are also recommended - in that case, however, everyone is free to choose the place, wherever people want to meet.

    The bottom line is that any group that is NOT in one place can register as a mobile group. The more of a group there are, the more the groups can organize themselves to build a network that will help them in their specific resorts. The topic groups to that group are not affected by this - so a topic group can be called Camper and have local group members in it. This is the "local group" then of it.
